The AIADMK ministry, if at all it is sincere about the well being of the child workers of Sivakasi, must instead take steps to ensure that existing laws pertaining to age restrictions and conditions of work are vigorously implemented. It must also ensure that workers in the match and fireworks industries are paid at least bare minimum wage; at present their wages are lower than even the minimum fixed for agricultural labour. The Tamil Nadu government should also see to it that the educational and recreational needs of the child labour force are adequately attended to. These alternate measures are likely to be of greater benefit than a mere law banning child labour. Such a law will obviously be only a formal cosmetic measure which, like many such measures, can easily he circumvented or even ignored and which would, if it were effectively enforced. only deprive many households of their present meagre incomes.
