 ANDHRA PRADESH Doctors Unselected M Shatrugna A RECENT judgment of the Andhra Pradesh High Court which evoked considerable interest in the public related to the appointment of Civil Assistant Surgeons to the state service recruited by the Andhra Pradesh Public Service Commission. The, Court while allowing a batch of writ petitions filed by a group of unsuccessful candidates held invalid the appointment of 850 doctors. The case shows how callous and irresponsible the government can be in dealing with problems faced by the people. When thousands of doctors are unemployed and many go abroad for jobs, the government did not think it necessary to fill the vacancies in the state service for the last eight years. When'it finally decided to recruit the doctors, the procedure and methods adopted were so slipshod and cavalier that the entire list of the selected was struck down by the state High Court. The poor in the villages who need the health services most are the worst sufferers as the litigation has further postponed the appointment of doctors until the issue is finally settled in a higher court. The case also raises the issue of the importance, validity and effectiveness of 'Oral Test' as a method of selection of candidates for public employment.
