But it would take many years to even restore the economy to pre-1979 levels. Possessing neither the domestic reserves of the 1960s nor in a position to acquire large foreign credits as in 1970s, the government would continue to be hard put to it to meet the economic demands of the working class. Worse, after the experience of the last two years, confidence in the system's capacity to reform will not be easy to revive.
