At the Vienna meeting Saudi Arabia managed to counter Iranian moves by maintaining the status quo on price differentials and quota and by revising upward the ceiling on production, bringing it closer to reality. Saudi Arabia, with its financial clout and oil reserves, can neutralise Iranian pressures within OPEC by agreeing to cut its quota and allowing larger shares to countries other than Iran. This is apparently what was meant when the Saudi representative emphasised that his country would "adopt suitable measures at appropriate time to protect the interests of the majority [of OPEC members]". This was a warning to Iran and a not-so-veiled hint to the other OPEC members not to back Iran.
