Insufficient technical education and lack of upbringing with due emphasis on socialist consciousness are reported to be other factors contributing to this unhappy situation and measures are being taken to remedy the situation. Perhaps another important issue here is one of adaptation of the younger generation from a traditional, rural life-style to a rvgi- mented and disciplined industrial life pattern. A further dimension to the specific condition of Tadjekistan is the prevalence of a relatively well developed agricultural sector in a planned socialist economy which provides easy employment even at the cost of lowering of labour productivity and raising cost of production.
