VERSAILLES SUMMIT Few Illusions about Compromise ORGANISED with pomp and ostentation by the French government, the eighth summit conference of Western and Japanese leaders held at the grandiose former royal palace of Versailles in the south-western suburbs of Paris ended with a squeak. This is hardly exceptional. The seven preceding yearly summits, starting with the original French-sponsored one at Rambuillet in 1975, had all petered out to the sound of high-faluting banalities.
