The small benefits that were brought to the rural people through devices like Operation Barsa and the food for work programme have nearly exhausted their possibilities. In fact, the Centre has virtually scuttled the food for work programme. There is little hope for any fresh opening for 'bringing relief to the people' within the existing socio-political framework.
