NORODOM SIHANOUK'S decision, to fight the Vietnamese-backed regime in Kampuchea by heading a broad coali-tion of forces opposed to Heng Samrin, has evoked a sharp condemnation from the Soviet Union, Three days after he made the announcement on Febru-ary 8, the Soviet news agency TASS described Sihanouk as a puppet whose political zigzags ... are com-mon knowledge" and whose "upkeep has all along been paid lor by Peking".
