IF the officially-released summary of the Sixth Plan (1980-85) approved by the National Development Council (NDC) last week has any lesson to convey, it is that Plan documents are so much paper and governments ac-. tions, programmes and achievements are almost wholly independent of them. The same lack of connection is also observed as between the policy' objec- tives enunciated in the section in the summary of the Mail on 'Policy Framework' and the actual targets and programmes visualised in the substantive sections of the document.
