External Thrusts Blunted by Internal Mess Romesh Thapar THE so-called non-aligned have taken over the Capital. They are some 1,500 in action, moving around in some 500 automobiles, debating a document prepared by our specialists in South Block. The document seeks to take the teeth out of a sorely divided group of nations, pulling this way and that, and hopes to keep the teeth out despite the growling and snarling over Kam- puchean recognition, Afghanistan's occupation, the Iran-Iraq 'war' and Egypt's 'betrayal' of the Arabs. In the endless manoeuvring, the global issues so vital to the non-aligned will get low priority.
