intermediary tribal vested interests, including the civil administration, the police and the army. For in essence the conflict between the non-tribal landowner and landless in non-tribal India is the same as that in the tribal areas, 'tribal' being an additional important intervening variable. In other words the forces for social transformation are coming into conflict with those for the status quo in tribal areas as well.
