But during the Muzorewa regime these schools were transferred into private hands with their board of governors having the powers to decide on admissions as well as appointments. The teachers in these schools are all white and the pupils too are in the main white, with the symbolic presence of a few black children. Government's moves to take over the schools have raised the cry that this would be a violation of the Bill of Rights which was accepted as part of the Lancaster House agreement. A compromise is yet to be worked out.
