Innocence Abounding

THE twenty-sixth report of the Commissioner for Scheduled Castes and Scheduled Tribes, covering the period between March 1978 and December 1979, his made altogether 313 recommendations, more than twice the 155 made in its previous report covering the period 1977-78, though of this prolixity, it takes no special note. While these periodic reports of the Commissioner are useful as a record, it is a moot point whether many of the voluminous recommendations routinely made in report after report have any relevance to the actual reality of the daily lives of the people whose interests and welfare the Commissioner for SC and ST is supposed to look after. As a chronicle of the continuing abuses, humiliations and worse heaped on the oppressed sections of the SC and ST, the reports have some documentary value; but as practical! recommendations, they seem to occupy the realm of fiction or even fantasy.
