Obviously, the office of the Commissioner has not been able, despite the authority vested in it, to escape being, a creature of the very government whose chief supporters have been in the forefront of all the atrocities perpetrated on the scheduled castes and scheduled tribes. Thus, the report can take note, with proper indignation even, of the fact that atrocities against the scheduled castes have gone up by 100 per cent between 1976 and 1979 and that against the scheduled tribes by 60 per cent during the same period. But such pointed drawing of attention to the fact that these atrocities increased manifold during the years of Janata rule naturally implies that things could be different under the present dispensation, But here again, experience offers a different lesson.
