that the grounds of detention shall be communicated to the detenue, 'ordinarily not later than five days and in exceptional circumstances and for reasons to be recorded in writing, not later than ten days from the date of detention", there is the further little provision in section 8(2) which helpfully adds: 'Nothing in sub-section (1) shall require the authority to disclose facts which it considers to be against the public interest to disclose", and which 'facts' could well include the actual grounds for detention. Thus, what was an Emergency refinement of MISA is now part of the new ordinance.
