'foreign nationals' in Assam (presently suspended, but being threatened to be revived) that has been repeatedly noted and even adversely commented upon is the support extended to it by a substantial section of the state's bureaucracy at all levels. Also, many retired senior civil servants, including senior retired police officials, are believed to have lent crucial support to the agitation by providing the leaders of the agitation the inner details of the working of the government when they themselves were in service, It is well- known that the state's bureaucracy has been, along with the politicians, closely involved in the settlement of migrants before independence as well as of the 'infiltrators' after independence. Naturally, it is well qualified to provide a lot of useful information to the agitators In their present discovery of various kinds of 'foreigners' in Assam.
