Keeping Their Distance Romesh Thapar GOVERNANCE is not just a matter of getting a massive mandate. It demands the respect and co-operation primarily of the main bureaucratic arms of government, and of the professional sections of society. The Janata government of Morarji Desai was sufficiently inept to lose this goodwill which originally belonged to it, and the government of Indira Gandhi is hard put to claim it Impartial observers are surprised by the lack of co-operation being offered, a mood that is being visibly sharpened as rather distasteful appointments are made of the men who served Sanjay Gandhi without question during the Emergency.
