Janata's Second Phase Romesh Thapar THE second phase in the Janata party's struggle to find some sort of cohesion is certainly entered. If the Uttar Pradesh chief minister was politically inept in dealing with secretive Jana Sangh/ RSS operations within the ruling party, his colleagues in adjoining states might not he so naive. They know that they are pursuing a line which might yield major political dividends in the contest for 'hegemony' in the Janata party
