In May the Coalmine Officers Association and Managers Association had conferred with the Bihar chief minister, Ram Sunder Das, and compalined that the "main source of trouble'' in Dhanbad coalfield was A K Roy and that his union, CKU was attacking officers and managers and also inciting the villagers. A month earlier there had been a discussion between the Coalmine Officers Association and trade unions supposedly to check the 'deteriorating law and order situation'.
