All the aspiring candidates now should answer a paper carrying 300 marks in one of the languages mentioned in the Eighth Schedule of the Constitution. Till now, no such compulsion attached to the taking of these examinations and many students, especially from the tribal areas who do not speak any of the 15 languages mentioned in the Eighth Schedule never experienced any disability on this count (The total number of persons who returned one or other of the 15 languages mentioned in the Eighth Schedule as their mother tongue in the 1971 Census was about 48 crores, out of a total of about 55 crores.) Whether this measure will make them feel even more than they do now that they are not a part of the Indian mainstream merely because they are not proficient in any 'Indian language' is open to question.
