one can think of is that the number of units financed by commercial banks include, apart from manufacturing units, those engaged in processing or preservation of goods, whereas the government data are only for manufacturing units. This explanation is not very convincing, however. First, the 1973-74 census had defined industrial activity to include manufacture, assembly, job work (production and processing), repairing and servicing. Secondly, for 1974, the number of units reported by the Reserve Bank was actually lower than that reported by the government, Thus there are glaring and inexplicable discrepancies between the number of small-scale units as reported by different official agencies.
