EVEN the most enthusiastic supporters of Indira Gandhi cannot maintain that the Congress (I) rally at Delhi on Wednesday was exactly the huge affair that its organisers had expected it to be Leaving aside the question of the number of people who actually attended the rally, the estimates of which made by the Press, the police and the Congress (I) naturally differ, what should have been of greater concern to Indira Gandhi was the relatively poor representation of the Congress (I) leadership at the rally, particularly the absence of the chief ministers of the only two states where the Congress (I) is in power.
