 KARNATAKA Implementation of Land Reforms Problems and Prospects S X James Melchior MERAMAJAL PEOPLE'S MOVE- MENT (MPM) in Dakshina Kannada district of Karnataka has been attempting to organise and educate tenants on their due rights under the Karnataka Land Reforms Act. In the course of these efforts at education and organisation, the movement has been subjected to landlord and police violence and on March 15, 1978 the leadership narrowly escaped an attempt at broad daylight murder. Paradoxically, the very same establishment that promul- gat the Karnataka Land Reforms Andhras as also attempted to suppress the tenant movement in Meramajal and other hamlets in coastal Karnataka. Therefore, what is to be the vehicle for the actual implementation of agrarian reforms?
