UGANDA THERE is hardly a dictatorship in Africa as notorious as Amin's. Many a political observer has wondered how such an oppressive regime has survived year alter year. 1979 brought Aniin into the ninth year of his rule, matching the length of Obote's regime. From all signs, however, 1979 also promises to mark the end of Amin's dictatorship.
