Flood Relief: The Grasping Rich and the Helpless Poor THE post-flood situation in West Bengal has the making of a jig-saw puzzle which may not ever be solved. For the Marxist government, it is a bit of a Hobson's choice; it seems to be acting under the impression that if it does not assume the responsibility of putting things back on the rails, it might be charged of being evasive; on the other hand, if it takes the counsel and assistance of other parties and organisations, there is the risk that later on it might come to be said that the government could shore up only through outside help.
