Further, it is exactly through such national guidelines that the Bhoothalingam Committee wants controls on wages to be established. Thus, the Central government has already been implementing the main recommendation of the Boothalingam Committee. The agreement of June 26 has only sanctified this practice with the consent of the central trade union organisations.
