The inadequacies and onesidedness of the Nuclear Non-Proliferation Treaty (NPT) have been recognised by the nuclear 'haves', the nuclear aspirants, and the nuclear 'have-nots'. NPT's most serious inadequacy is that it is not an effective instrument either for discouraging horizontal proliferation or for controlling vertical proliferation, with all their attendent dangers including the stimulation of conventional arms races
