Manslaughter at Bailadilla: Only the Beginning ? K V Subrahraanyam THE state government of Madhya Pradesh and the Union Ministry of Steel and Mines have, after providing a convenient alibi to the police and the bureaucracy for the butchery of workers at the NMDC'S iron mines at Bailadilla, resorted to the familiar subterfuge of ordering a judicial enqiury into the incident so that, by the time its wishy- washy report makes its public appearance, the horror of it all will have faded away from public memory'. This almost happened in the case of Chas- nala but for the tenacity with which Kalyan Roy pursued the matter and the boldness with which Labour Minister Favindra Verma asserted himself despite all the obstacles placed in his way by the bureaucracy in the Ministry of Steel and Mines not excluding the concerned minister, Biju Patnaik himself. In the case of Bailadilla too, it is necessary in the public interest to get at the roots of the problem
