RECENTLY a couple of days before a routine board meeting of Coal India was to be held in Calcutta, locall newspaper and news agency offices received unsigned press handouts from one of the CIL subsidiaries, Bharat Coking Coal enumerating the record performance of BCCL washeries during the year that had just ended on March 31. It claimed that the utilisation percentage during 1977-78 had come to 84 against 81,4, 71.6, 64 and 51 during the preceding lour years.
