market borrowing and drawings from commercial banks. This indeed is the rub of the matter so far as critics from private business and industry are concerned. We will begin to hear soon the familiar cry that private sector has no resources to lay its hands on and that the Plan of the size contemplated and the mobilisation of resources for the public sector envisaged on its basis will mean the death of the mixed economy. The hopes that had revived with the Emergency budget of 1976, when large direct reliefs in income and corporate taxes and other incentives and concessions were given, and the loose talk later under the Janata dispensation of a shift of emphasis from industry to agriculture in development planning are beginning to go sour. How exactly things move further, LAW from planning to implementation, is yet to be seen.
