Though the Indian Ocean was discussed, Diego Garcia itself was not specifically discussed. Carter explained to Morarji Desai the progress of his negotiations with Soviet Union which, having lost the Berbera facility in Somalia, is in a mood to agree to the United States' proposals on a 'freeze' of naval presence at the current level. But with the Berbera facility gone, the United States has no urgent reasons for going ahead with the Diego Garcia.
