Indian Ocean-Can Superpowers Be Kept Out

THE subtle .shift that has come about with the advent of the Janata government in India's stand on foreign bases in the Indian Ocean has gone virtually unnoticed. In the past, the government would not equate the United States and the Soviet Union in this respect; while the Diego Garcia base was objectionable, Soviet manoeuvres in the Indian Ocean were not, the argument being that these were merely periodic manoeuvres, and that there was no permanent Soviet base or facility in the Indian Ocean.
