Union for Civil Liberties has, for instance, alleged that "even after the proclaimed relaxation of Emergency regulations the Patna residence of Mr [Jayaprakash] Narayan ... is being closely watched by the authorities. The names of Mr Narayan's visitors are recorded by the police and one of them was arrested as he came out of Mr Narayan's house". Jan Sangh has similarly alleged that despite the formal withdrawal of curbs on the press, their papers, Motherland and Organiser, are still unable to come out.
