A Correspondent writes:) WITH the return of Bishweswar Prasad Koirala and his detention that has followed, a lively though one-sided dialogue between the adherents of the Panchayat system and believers in parliamentary democracy has started in Nepal. Prime minister Tulsi Giri has taken up the cudgel in defence of the Panchayat system.
