The conference deliberated at length about the remedies for situations where in spite of increase in production/productivity a unit is left with no surplus. Reference was made to the agreement recently reached between the management and workers in the steel industry and it was pointed out that even though there has been a steady rise in production, the industry is left with no surplus.
