basis of information available from 12 prominent SIDCs it has been noted that they have gone ahead with 158 joint sector projects of which 32 are under operation, and 126 are at various stages of implementation. The total investment on all these projects is estimated to be around Rs 929 crores. The investment of the SIDCs themselves in these projects is less than Rs 70 crores. If this past performance is any guide the SIDCs' operations are unlikely to be impressive in the coming few years unless their resource position is improved considerably as also effective steps are taken in the direction of professionalisation of their management. The strengthening of the SIDCs' organisational base would necessitate a basic rethinking about the personnel and manpower planning of the SIDCs so that more expertise is infused by removing the constraints of salary, etc, for attracting the right type of personnel to these organisations. The various constraints under which SIDCs are working as enumerated above no doubt seem to be such that they could be largely removed, but so long as the present attitudes continue to dominate not much can be expected from the SIDCs in achieving the numerous objectives of the joint sector.
