Chowdhury's estimates are correct, about half the agriculturists in this state stand to gain by this measure. Further, an earlier amendment, first introduced in 1970, fixed the landowner's share at one-quarter or one- half of the gross produce depending on whether or not the hargadar bears at least a part of the material costs of cultivation. Thus landlords who farm out most of their area among small bargadars now face economic disaster.
