October 29, 1977 IT is indeed remarkable how many 'second thoughts' the Janata government seems to be having about the commitments the Janata party made before the March elections. The latest of these second thoughts the government is apparently having are on the commitment made to annul the 42nd amendment to the constitution. The excuses being trotted out for this slideback are of two kinds : one, that after all everything in the 42nd amendment is not bad, and the 'good points' perhaps like the provision to freeze the representation in the parliament and the state assemblies at the level determined by the census figures of 1971 ;
