THE day He assumed office, Morarji Desai had declared that the new government would have "no special relations with any one country" and would not allow relationships with one country to come in the way of relationship with another. The policy of non- alignment, he said, would continue, but the non-alignment would be "pro- per" and "genuine" without any "suspicion of alignment" with any country. Clearly, the prime minister was saying that the kind of ''special relationships" that India was supposed to have come to have with countries like the Soviet Union would no longer remain ''special".
