If this tendency it to be reversed, then it is necessary to raise the opportunity cost of holding non-financial assets which can be brought about by increasing the money interest rates on bank liabilities or, for that mater, on all financial assets available to savers. This is what is implied by mobilisation of savings, but this objective is defeated by the pursuit of low interest rate policies.
