Indo-Soviet Relations- Business as Usual

THE Indo-Soviet treaty looks reasonably secure after Andrei Gromyko's New Delhi visit, the change of rulers in New Delhi notwithstanding. But who needs whom more is far from clear. Gromyko's assurance that the treaty was not meant to hurt any third country has been matched by Atal Behari Vajpayee's platitudes about a 'time-tested' relationship.
