 argues that the loss will be substantially made up through more efficient collect- tion of existing taxes and arrears of government dues, rationalisation and streamlining of procedures and reduction of wastage and stricter economy in government expenditure. Second, he points out that the stabilisation of prices coupled with some of the above- mentioned measures will enable the government to carry through larger programmes in physical terms with the same monetary outlay.
