naval units into the ports. Significantly, however, it made no arrests. The union leaders threatened to retaliate by calling upon the International, Transport Workers' Federation and the Confederation of Free Trade Union of the World to 'black' all ships handled in India by unregistered labour. Both sides, however, made it clear that they were keen on a settlement. Then, on January 17, after the negotiations had broken off, Rajni Patel and H N Trivedi, General Secretary of the INTUC, intervened and attempted to get both parties to resume discussions, which they did willingly on January 19, when ,after a "marathon session" of discussions with the Transport Minister the union leaders signed a settlement, and called off the strike with effect from the afternoon of January 20.
