prevented by building into the incentive scheme itself provisions to discourage absenteeism. However, his assertion that "when no provision is made for reduction of absenteeism, an incentive scheme is bound to result in increased absenteeism" (p 99) and his conclusion that the Bhilai scheme resulted in the long run in increased absenteeism and increased overtime earnings because it did not include provisions against this (p 103), has no logical or factual basis. It is difficult to see how an incentive scheme can be the cause of increased absenteeism, for, even if there were no incentive scheme, the possibility that workers will try to earn more overtime will still be there.
