Haksar adds that rationalisation of cigarette excises would also provide appropriate support for leaf tobacco exports which, while they have done well in recent years, are likely to face difficulties in the immediate future without an expanding domestic base of cigarette manufacture utilised to make such tobacco exports more competitive in the international markets and to provide a domestic outlet for grades and styles which have no export potential but which necessarily form part of the farmer's total crop.
