NORTH Not Legal Obstacles Alone A SUSTAINED drive has been launched, in both Punjab and Haryana, to ensure justice to the weakest sections of society. Implementation of land reforms has been hampered by the legal difficulty created by the Punjab and Haryana High Court's verdict striking down the definition of the family in the Land Reforms Act, 1972, The recent passage by the Punjab Assembly of the land Reforms (Amendment) Bill, 1975 sought to remove part of the difficulty. The amendment had become necessary in view of the Supreme Court's judgment in 1974 (State of Punjab vs Amar Singh).
