January 18, 1975 THE Haryana Finance Minister stated recently that there would be no additional taxes or further resource mobilisation in the next financial year. Presenting the budget for 1975-76 to the state assembly on January 7, he disclosed a sizeable deficit of nearly Rs 17 crores, just a little under last year's estimated deficit of Rs 17.97 crores. But the Finance Minister was hopeful that the large gap would be covered during the year without any fresh levies. For this he was relying on the Centre's munificence, an obliging monsoon, and the administration's capacity to tighten the tax-collecting machinery, expedite recovery of loans and advances and eliminate all inessential expenditures. Last year a severe drought had greatly complicated the government's task by requiring considerable relief expenditure
