LABOUR-CITU s Political Failure

THE Third AIl-India Conference of the CITU, held in Bombay between May 21 and 25, bears testimony to many of the factors responsible for the CPM's inability to politically consolidate its trade union vanguard through their education in revolutionary theory and on the basis of a revolutionary programme. In fact, both the CPI and the CPM have failed in this crucial task with regard to AITUC and CITU, respectively.
