NEW DELHI-Floundering in Steel

THE weakening of the developmental: tempo of the economy is probably best? illustrated by the slow-down of the steel programme. It is not the financial stringency alone which is responsible For this. Poor management and misutilisation and misdirection of available funds, combined with an ad hoc approach and narrow political and parochial prejudices have had no small part to play. As a result, the entire steel programme has shrunk to a point where the expansion of the Bhilai and Bokaro plants alone is being actively taken up and everything else is being left to an uncertain future. If the level of economic activity does at last pick up, inadequate steel capacity is bound to emerge as a major constraint.
