the Vietnam war through 'other means'. Fortunately, war-weariness is a malaise not just confined to the populace of Saigon, or Hue; it is now equally widespread among the American citizenry. Left to themselves, President Ford and Secretary of State Kissinger, even if they so willed, would be in little position to raise their commitments to Thieu. The Congress, once bitten twice shy, would be deeply exercised; the foreign aid appropriations asked for Thieu's government for fiscal year 1976 have been slashed by nearly one billion dollars by the outgoing Congress; there seems little possibility of a reversal of the decision in the new term.
